Summary
Expected Opening Balance: ₹50,00,000/- (50 Lakhs). Total Expected Receipts and Opening Balance: ₹37,32,73,000/- (37 Crores 32 Lakhs Seventy-Three Thousand Rupees), Expected Expenditure: ₹36,48,43,000/- (36 Crores 48 Lakhs Forty-Three Thousand Rupees) : Surplus: ₹85,30,000/- (85 Lakhs Thirty Thousand Rupees)
Receipts & Expenditure
Receipts: A natural increase in revenue from property tax and permit fees is expected. Total tax revenue is estimated at ₹1 Crore 12 Lakhs. Within this, ₹88 Lakhs is expected from property tax and ₹16 Lakhs from profession tax. Non-tax revenue is estimated to reach ₹68 Lakhs 71 Thousand. A general-purpose grant of ₹1.98 Crores will be available from the Government for the own fund. It is anticipated that ₹18.15 Crores will be available for project expenditures, and around ₹14.90 Crores will be available from the Government for non-project expenditures, including the National Rural Employment Guarantee Scheme (welfare pensions, literacy programs, departmental funds, etc.).
Expenditure: It is estimated that around ₹3.43 Crores per year will be required to meet the Panchayat's increasing and essential obligations, such as salaries, honorariums, water, electricity, vehicles, wages, and computer maintenance, as well as to fulfill other administrative responsibilities.
Key Focus Areas in the Budget
Productive Sector
Even though there is no paddy cultivation under the jurisdiction of the Grama Panchayat, the Panchayat is committed to protecting and making the remaining coconut cultivation productive, as well as conserving vegetable farming.
Protecting the interests of farmers who depend on cattle rearing for their livelihood is also considered a duty of the Panchayat.
The Panchayat intends to invest its funds in the productive sector with a special interest in calf care and poultry farming. Along with protecting the productive sector, projects have been planned to increase the income of those engaged in this field.
Attention is drawn to the fact that essential funds have been allocated for the maintenance of public sluice gates (cheepukal) to counter the threat of saltwater intrusion. The objective is to modernize the maintenance of these sluice gates by introducing modern shutters to most of them.
A total fund of around ₹1 Crore is being allocated for the productive sector.
During this period, the Panchayat will intervene and make efforts to distribute the remaining silt—left behind from extracting soil from the Chettuva River for highway construction—to farmers as fertilizer.
An action plan has been prepared by allocating an MGNREGS (National Rural Employment Guarantee Scheme) share of ₹3.50 Crores for these productive purposes.
Service Sector
An amount of ₹20 Crores has been set aside in the budget for the expanding service sector.
This time, the Panchayat is allocating ₹11.76 Crores for housing construction (LIFE Mission) and ₹37 Lakhs for women and child welfare programs, including Anganwadi nutrition.
The budget extends comprehensive support towards gender equality for the upliftment of women, prioritizing gender justice and poverty alleviation—which are becoming indispensable in administration—by setting aside ₹16 Lakhs for this purpose.
The Panchayat has set aside ₹40 Lakhs for elderly care and the palliative care project.
The budget has also successfully allocated ₹23 Lakhs for children and persons with disabilities.
Departing from previous years, this budget places great importance on youth welfare. To counter the commercial interests of private educational institutions, the governing body has decided to give significant encouragement to public education facilities as well as cultural and artistic activities, reflecting the priority given to youth in this budget.
Engandiyur Grama Panchayat attaches great importance to sanitation, allocating ₹36 Lakhs specifically to the sanitation sector.
An amount of ₹50 Lakhs has been earmarked for health and drinking water facilities.
The Panchayat has also included funds in its annual plan to renovate all Anganwadis to make them child-friendly.
The Panchayat places immense importance on the upliftment of marginalized communities, allocating around ₹57 Lakhs for the Scheduled Caste (SC) care package and comprehensive development.
The budget sets aside ₹11 Lakhs for the welfare of the elderly, ₹6 Lakhs for the destitute, and ₹30 Lakhs for persons with disabilities.
Moreover, several projects are intended this year for the development of marginalized sections through the National Rural Employment Guarantee Scheme and Kudumbashree. The Panchayat has resolved to handhold and uplift these sections into the mainstream by providing land to the landless, house construction, house renovation, and other livelihoods.
Steps will be taken this year itself to purchase a playground for children. Efforts are underway to enter into an agreement with the new Waqf management committee to convert the Waqf land in this area into a playground, either by purchasing it or taking it on a long-term lease. An amount of ₹1 Crore has been allocated in the budget for the playground requirements.
The Panchayat expects that the completion of the Jal Jeevan Mission will put an end to the drinking water scarcity.
Despite financial crises, great importance is given to maintaining ISO standards for the Grama Panchayat Office, which serves as the Panchayat Headquarters. Modernized service systems are being implemented by arranging seating facilities, entertainment options, excellent toilet facilities, a reading corner, and a help desk.
It is intended to spend around ₹2.30 Crores on road development, culverts, low-level bridges (chappaths), and canals, alongside allocations for the renovation of public buildings.
In the energy sector, priority has been given to the electrification of streetlights and line extensions.
Since our Panchayat is a place where backwaters and the sea merge, it holds immense potential for tourism. As the region is surrounded by backwaters on three sides, Engandiyur has the potential to become a beautiful place to visit if a coastal road becomes a reality. The procedures for this will begin this year. Once our beautiful region becomes a paradise for tourists, the standard of living for local residents will rise, and opportunities for employment enterprises will increase.
To increase the income of fishermen, the "Chettuva Harbor Development" will be implemented in coordination with the Harbor Department. The Port Department, in cooperation with the Panchayat, envisions extensive facilities to resolve the dilapidated condition of the harbor, provide facilities for auctioning fish, and repair boats and nets.
