Standing Committees

In the Panchayati Raj system of Kerala, there are primarily four Standing Committees operating at the Grama Panchayat and Block Panchayat levels to oversee development activities. These committees are constituted as per Section 162(1) of the Kerala Panchayat Raj Act, 1994.

Main Standing Committees:
  • Finance Standing Committee: Handles funds, taxation, audits, and budgetary matters.
  • Development Standing Committee: Manages planning, agriculture, industry, roads, and development projects.
  • Welfare Standing Committee: Deals with poverty alleviation, social welfare, SC/ST welfare, and welfare pensions.
  • Health and Education Standing Committee: Looks after education, health, sanitation, art, sports, and women & child welfare.
Others
  • Steering Committee: The Steering Committee consists of the Grama Panchayat President, the Secretary, and the Chairpersons of the various Standing Committees.
  • Panchayat Governing Body (Administrative Committee): The Panchayat Governing Body comprises the Grama Panchayat President, Vice President, Standing Committee Chairpersons, and Ward Members.
  • Grama Sabhas (Village Assemblies): (The lowest tier/village-level deliberative body consisting of all registered voters in a ward).
