5. Local Democracy: Grama Sabha & Ayal Sabha

  • Grama Sabha: Formed by all registered voters in a ward, chaired by the Panchayat President/Vice President. It handles development planning, monitors local programs, checks welfare pension eligibility, and prepares prioritized beneficiary lists.

  • Ayal Sabha (Neighbourhood Groups): Comprises 50 to 100 neighborhood families to decentralize governance further. The executive committee must include at least 6 women out of 11 members.
